GPS Non-Homestead Millage Renewal

On Tuesday, November 7, 2023, Greenville Public Schools will ask voters whether to renew the district’s Non-Homestead Operating Millage, which makes up approximately $5 million of the Greenville Public Schools’ $49 million annual budget.

  • By law, school districts must levy 18 mills on second homes, commercial and industrial properties, and other properties to receive total per-student funding from the state.

  • The 18 mill Non-Homestead property millage does NOT apply to an individual's primary home, qualified agricultural property, or other property exempted by law. Even though primary households are unaffected by the millage, State Law requires a district-wide election to approve this renewal.

  • The Greenville Public Schools may only levy the statutory limit of 18 mills on Non-Homestead property. 

  • The State of Michigan will NOT replace dollars lost if a local community does not support the Non-Homestead Operating Millage.

  • If the proposal is defeated, taxes on primary homes, qualified agricultural property, and other property exempted by law will NOT decrease.

  • The complete 18 mills of Non-Homestead Operating Millage was initially approved by voters in 2018 and has been reduced slightly each year thereafter to 17.9083 due to the reduction required by the Headlee Amendment. It expires in 2024. 

  • The current ballot language allows the district to levy the complete 18 mills each year, from 2024 through 2029, if approved by voters.

  • The money generated from the Non-Homestead Operating Millage is used for day-to-day district expenses.

  • This is NOT A NEW TAX, only a renewal of the 18-mill Non-Homestead Operating Millage approved by voters in 2018.

Polls will be open on November 7, 2023, from 7:00am until 8:00pm. 

Absent voter ballots must be available by September 28 to be sent to members of the general public.
